The inspiration for this came from coming across a random post on some forums, complaining about Lucario's appearence. They were whining about how it looks like he's wearing shorts and allegedly borrows elements from Mewtwo's design.
And Lucario's debut film was released two days ago, so it seems appropriate to celebrate it in some way
If you're wondering who the Ness-alike is, its intended to be the infamous Youngster trainer outside Pewter City who likes to talk to his opponents about how comfortable his shorts are. You've gotta love the dialogue from the early days.
